identfy proxy users that have the same useragent info

Hi,

Is it possible to identfy distinct users behind NAT/Proxy systems? I need to log number of downloaded files by NAT users.
However, Users have cloned systems so they have same ip and user-agent information therefore I cannot count nr of donwloaded files per user when they make request for the same file.
