manual record directive not working for me

I am trying to get manual record to work. I am following the instructions here. When I don't include the record manual directive, the file records properly. When I add the manual option, and issue the start command using curl, the recording does not start. I have verified the command is received in the access log and do not see any error messages in the error log. Any help would be appreciated.
